Support at Home services
Every service is set up under its Support at Home service type, which decides the participant contribution. Add the services your organisation delivers, then set how each one is delivered and which funding account it draws on.
No participant contribution.
Participant contribution applies. Personal care is fully government funded from 1 October 2026.

Each service records the account it is claimed from.

Booking rules
These rules run every time a Support at Home service is booked, by your team or by the participant in the client portal. They start as the rules in Service Settings, and any of them can be changed for one participant only.
The booking date must fall on or after the participant's entry date, from the Aged Care Entry Record, and before any exit date. Bookings outside that window are flagged.
Each participant's approved services come from their Notice of Decision and support plan. A service that isn't approved is flagged before it is booked, so nothing is delivered that can't be claimed.
Each service draws on one account: the ongoing quarterly budget, the care management account, a Restorative Care or End-of-Life Pathway, or the assistive technology or home modifications account. Care Nexus deducts the full price from that account and shows the balance left. If the balance is short, it shows by how much, because Services Australia would pay only the balance.
The participant's classification, from levels 1 to 8, a transitioned HCP level or a short-term pathway, sets their quarterly budget. Pathways are time-limited, and bookings after a pathway ends are flagged.
Set limits such as 2 hours a week, 8 hours a month or 2 visits a month. Each booking is checked against what has already been used in the week, fortnight, month or quarter, so the hours left are always visible.
The rate on the booking must match the price agreed in the participant's service agreement. Quoted services use the price recorded for that participant.
A booking for a future date can be confirmed and held. Claims can't be made for a future date, so the booking is checked again when the service is delivered.
When a rule isn't met
Each rule is set to one of three responses. You choose per service, and can change it for a single client.
The booking can't be confirmed until the rule is met. Use it where funding can never apply, such as a plan or approval that has ended.
Your team sees exactly which rule isn't met and can continue with a reason, which is kept with the booking for audit.
Only the part funding covers is booked to the funded service. The rest is offered as private funding, at your matching private service rate.
Limits can be set in hours, visits, units or dollars, and taken from the program rules, the client's approval or your own policy.
Booking rules are set for each service in Service Settings and apply to every client. Open any client's funding to change a rule for that client only. Customised rules are clearly marked, and rules can be switched off for services that need no funding check.
Invoicing
Every Support at Home service splits into a participant contribution and a funding contribution. Care Nexus works out both for every service, using the rate and category valid on the service date.
Clinical supports carry no contribution. Independence and everyday living services carry the participant's assessed rate. Categories change from a date, so personal care moves to no contribution for services delivered from 1 October 2026.
Each participant's independence and everyday living rates are recorded from their Services Australia letter, with a start date. An interim rate can be agreed with the participant until the final rate arrives. Where means aren't disclosed, the maximum rate applies.
A higher assessed rate applies from the start of the next quarter, and a lower rate is backdated to the date of the change. Care Nexus shows any difference to refund or collect.
While a hardship application is being assessed, no contribution is invoiced and the subsidy is still paid in full. Once approved, the share of contributions the supplement covers is applied automatically.
Participants approved for a Home Care Package on or before 12 September 2024 pay the same or less than before. Contributions count towards the lifetime cap, and once it's reached the participant pays nothing more.
Each participant's invoice is generated at their own rate and sent for payment. The full price comes off their budget, and amounts are rounded to the nearest cent.

Questions
Each service has a contribution category from its service type, and each participant has rates set by Services Australia. Care Nexus uses the category and rate valid on the service date to split the price into the participant contribution and the funding contribution.
Care Nexus shows the shortfall before the booking is confirmed. Depending on the service settings, it can block the booking, warn your team, or offer the uncovered part as private funding at your matching private service rate.
Yes. Contribution categories have effective dates, so personal care delivered from 1 October 2026 carries no participant contribution, while earlier services keep the contribution that applied on the day.
