CHSP guide

CHSP client contributions explained

CHSP clients who can afford to pay a contribution towards their services, set by each provider in line with the national CHSP Client Contribution Framework, with hardship support for anyone who can't.

Last reviewed 27 October 2026 by the AppliQ Team. Check the sources below for the latest rules.

How it works

  • Your contribution rates follow the national CHSP Client Contribution Framework.
  • Rates never exceed the cost of delivering the service.
  • The rate is agreed with the client before services start and recorded in their service agreement.
  • Clients get notice before rates change.

Hardship

A client who can't pay can ask for a reduction, a waiver or a payment plan. Each request is considered individually and confidentially.

Reporting

Providers report the contributions they collect to the department.

How Care Nexus helps

Care Nexus invoices each client's contribution automatically. The CHSP grant is never invoiced.

  • Set each service's contribution within the Client Contribution Framework, by state where your fees differ.
  • Care Nexus creates each client's contribution invoice automatically from the services delivered. Once you've reviewed it, it's sent to the client automatically.
  • Every invoice tells clients they can ask about financial hardship at any time.
  • When a Support at Home participant also receives CHSP services, those are charged at full cost recovery, as the rules require.

Questions

Frequently asked questions.

No. Clients only pay their contribution.

Can a client get a waiver?

Yes, through your hardship process.

Does Care Nexus invoice the CHSP grant to clients?

No. Clients are only invoiced their contribution.

Do I need to select the invoice line items and create the invoice manually for each service delivered?

No, not on the Professional or Enterprise plan. Care Nexus creates the invoice automatically from the services delivered, with the right line items and prices. You review it, and it's sent to the right person automatically. On the Essentials plan, you create invoices yourself, with current prices preloaded.
